THE FOOTHILLS HOUSING NETWORK
The Foothills Housing Network (FHN) is the partnership of agencies and organizations working to prevent and end
homelessness within the Rappahannock-Rapidan region.
FHN is responsible for planning and implementing the regional homelessness services system, which connects those
currently experiencing homelessness and those at risk of entering homelessness to the service providers best
suited to meet individual or household needs. FHN recognizes that its long-term approach to homelessness must address
affordable housing, and has recently begun building on past regional efforts toward affordable housing solutions.
FHN is a planning group of the Virginia
Balance of State Continuum of Care (CoC), which is the HUD-designated
CoC for parts of Virginia not covered by independent CoCs. The Rappahannock-Rapidan
Regional Commission is lead agency for FHN.
