Staff Biographical Information

Jeffrey Walker, AICP, Executive Director  (email)

Mr. Walker serves as Executive Director of the Rappahannock-Rapidan Regional Commission and Secretary to the Executive Committee.

He has been with RRRC since December 2000 with appointment to Executive Director in February 2006.

He brings to the Commission a broad background in local and regional land use, transportation and environmental planning, along with experience as a two-term appointed local planning commission member/Vice Chair, and service since 2006 as member of the Virginia Association of Planning District Commissions (VAPDC) Board of Directors.

Mr. Walker is a member of the American Institute of Certified Planners (AICP), a graduate fellow of the Virginia Natural Resource Leadership Institute (VNRLI), and Chair of the VAPDC Transportation Committee, together with ongoing service on a number of other area boards and committees.

Mr. Walker holds a Bachelor's degree in Public Policy Studies from Duke University, and a Master's in Urban & Environmental Planning from the University of Virginia.

He and his wife, Diane, have three children.

Deirdre Clark, Regional Planner (email)

Ms. Clark is a Regional Planner with the Commission, with responsbility for a diverse series of regional planning initiatives, from environmental to transportation-related programs.

A long-time planner most recently with the Fauquier County Department of Community Development, she has a BA from Clark University in Worcester, MA, and has completed graduate work in Landscape Architecture/Environmental Design and Urban & Environmental Planning at the University of Georgia and University of Virginia, respectively.

Ms. Clark started work with the Commission in July 2008.

Matthew Criblez, AICP, Principal Planner- Environmental Programs (email)

Mr. Criblez is a Principal Planner with the Commission, with primary responsibility for water and natural resource planning initiatives, agricultural development/rural preservation, and related environmental programs.

A long-time planner and previous Regional Environmental Manager with the Virginia Department of Conservation and Recreation, he has an undergraduate in Park Management and Planning from Ohio State University, and a Masters in Urban and Regional Planning from Virginia Tech.

Mr. Criblez is a member of the American Institute of Certified Planners (AICP). He has been with the Commission since September 2007.

Sue Hromyak, Office Manager/RRRC Commuter Services (email)

Harriet Parcells, Regional Planner II  (email)

Ms. Parcells is a Regional Planner II, with primary responsibility for regional transportation planning programming for the Commission, in addition to serving as staff liaison to the RRRC Regional Tourism Committee.

Formerly Executive Director of the American Passenger Rail Coalition, with extensive experience both in transportation and transit related issues, she completed her undergraduate training at Cornell University, and has a Masters in Urban and Regional Planning from the University of Southern California.

Ms. Parcells has been with the Commission since September 2007.

Terry Snead, Grants Administrator/Fiscal Officer (email)

Cathy Zielinski, Program Manager- Human Services Planning
 (email)

Ms. Zielinski, among other duties and responsibilities as Program Manager- Human Services Planning serves as staff lead of the Commission's Regional Workforce Affordable Housing Committee and Coordinated Human Services Mobility (CHSM) Planning initiative.

Active throughout the area in human services delivery for the past fifteen years, most recently as Project Coordinator for the Rappahannock-Rapidan Eldercare Coalition, now Aging Together, Ms. Zielinski holds a law degree from George Washington University and a Masters in Public Administration from Virginia Tech.

Ms. Zielinski has been with the Commission since October 2006.

Patrick Mauney, GIS Project Manager (email)

Mr. Mauney serves as a GIS Planner/Program Manager for the Regional Commission. His responsibilities include cartographic layout & design, GIS development and IT management. In addition, Mr. Mauney serves as staff lead of the Culpeper Disability Services Board and Rappahannock-Rapidan Disability Services Board.

Mr. Mauney graduated from Mary Washington College with a degree in Geography in 2003 and has been with the Commission since 2006.
