Staff Biographical Information

Jeffrey Walker, AICP, Executive Director  (email)

Mr. Walker serves as Executive Director of the Rappahannock-Rapidan Regional Commission and Secretary to the RRRC Executive Committee. He brings to the organization a broad background in local and regional land use, transportation, and environmental planning, and has been with the Commission since 2000.

A past member from 2006-2009 of the Virginia Association of Planning District Commissions (VAPDC) Board of Directors, with service as 2nd VP and Chairman of the Transportation Committee, Walker presently serves as Secretary/Treasurer of the American Planning Association (APA) Regional and Intergovernmental Planning Division. In addition, he is a graduate of the Virginia Natural Resource Leadership Institute (VNRLI), and 2008 recipient of a John J. McCloy Fellowship in Urban Affairs.

Mr. Walker holds a Bachelors degree in Public Policy from Duke University, a Master's in Urban & Environmental Planning from the University of Virginia, and is working toward a PhD in Planning, Governance and Globalization from Virginia Tech. He and his wife, Diane, have three children.

Jenny Biche, Mobility Program Coordinator/Planning Technician (email)

Ms. Biche's responsibilities include the development and implementation of a one-call transportation center program and medical transportation shuttle pilot funded by a New Freedom grant through the Virginia Department of Rail and Public Transportation. In addition, she works with the Foothills Area Mobility System Board to update the RRRC Consolidated Human Services Mobility (CHSM) Plan. In support of the Commission's environmental planning program, she provides assistance with TMDL IP Projects, CRRES initiatives and regional green infrastructure projects. Ms. Biche holds a B.S. in Biology from George Mason University and has been with the Commission since 2010.

Michelle Edwards, Regional Planner II - Environmental Programs (email)

Ms. Edwards responsibilities include staff lead of the Commission's Land Use and Environment Committee, project coordinator for regional green infrastructure mapping and TMDL activities, as well as providing assistance with other regional environmental planning services.

Ms. Edwards brings to the organization a broad background in environmental planning and policy, through previous experience with the Virginia Department of Conservation and Recreation and as a contractor for the Environmental Protection Agency. She holds a B.S. in Environmental Studies from Bucknell University, and a Masters of Public Affairs degree in Environmental Policy and Natural Resource Management from Indiana University.

Cathy Zielinski, Program Manager- Human Services Planning

Ms. Zielinski, among other duties and responsibilities as Program Manager- Human Services Planning serves as staff lead of the Commission's Regional Workforce Affordable Housing Committee and Coordinated Human Services Mobility (CHSM) Planning initiative.

Active throughout the area in human services delivery for the past fifteen years, most recently as Project Coordinator for the Rappahannock-Rapidan Eldercare Coalition, now Aging Together, Ms. Zielinski holds a law degree from George Washington University and a Masters in Public Administration from Virginia Tech.

Ms. Zielinski has been with the Commission since 2006.

Patrick Mauney, GIS Program Manager (email)

Mr. Mauney serves as a GIS Program Manager for the Regional Commission. His responsibilities include cartographic layout & design, GIS development, data collection and IT management. In addition, Mr. Mauney works with several of the Commission’s standing committees, including the Rural Transportation Technical Committee, and works on Rural Transportation planning projects.

Mr. Mauney graduated from Mary Washington College with a degree in Geography in 2003 and has been with the Commission since 2006.
