VACO Region 7 Transportation Committee

House Bill 3202, Chapter 896 of the 2007 Acts of Assembly, was enacted on April 4, 2007, with provisions for revenue generation for transportation (for designated transportation authorities), components aimed at improving the coordination between transportation and land-use planning, and other features. Virginia Division of Legislative Services Development & Land Use Tools

During a meeting of County representatives from VACo Region 7 (represented by Directors Steven L. Walker of Culpeper County, and James B. Howard of King George County) at the VACo 2007 Annual Meeting, it was recommended that a committee be established, made up of 1 governing body member from each member of the region, to provide a forum to discuss and share information on the implementation implications of the land use changes within HB3202 (the Transportation Act of 2007).

UDA and Road Impact Fee Localities

HJ 178 Athey Study Committee:  Establishes a joint subcommittee to study development and land use tools in Virginia's localities. The two-year study will examine and monitor the transition to channeling development into Urban Development Areas, and determine if additional legislation is needed to help localities as they transition to Urban Development Areas. The joint subcommittee shall also make a comprehensive evaluation of all existing land use planning tools and infrastructure financing options.

SJ 70 Vogel Study Committee (companion bill):  Establishes a joint subcommittee to study the required and voluntary incorporation of urban development areas into the comprehensive plans of localities.

It was further recommended that the staffing be provided by the Rappahannock-Rapidan Regional Commission (RRRC) and George Washington Regional Commission (GWRC), the two Planning District Commissions whose member jurisdictions, with the addition of Madison and Louisa Counties, coincide with VACO Region 7.
