Workforce Investment Act
The Workforce Investment Act of 1998 (H.R. 1385) rewrote
federal statutes governing programs of job training, adult education
and literacy, and vocational rehabilitation, replacing them with streamlined
and more flexible components of workforce development systems.
The One-Stop Delivery System provides the opportunity for business and
industry to link more closely with job access and training programs and
provide leadership for the development of a workforce that meets the
needs of localities as defined in their economic development plans.
Appointed Chief Local Elected Officials ensure vision, leadership and
accountability for the system that is reflective of and responsive to
the local area.
The One-Stop Delivery System strives to have and promote a well-trained,
well-educated, highly skilled and qualified workforce that understands
and meets the needs of employers and is actively engaged in lifelong
learning.
The One-Stop Delivery System has developed the following strategies
to ensure success:
•
Establish a One-Stop Center in each county to ensure access to
residents
in rural areas.
• Develop partnerships within the Business Community as a means to connect
the needs of business with the workforce.
• Develop a broad range of local training providers coupled with distance
learning to make education accessible.
• Promote further integration of programs and services to address local
workforce needs and a streamlined workforce development system.
The One-Stop Delivery System has and continues to encourage integration
of services through partnering. Partners representing PD-9 include:
• Virginia Employment Commission
• Dept. of Rehabilitative Services
